California State gas/diesel taxes are high - I think around $1.55/gallon. California has the most highways in the country. They need a lot of maintenance. The drought that we just came out of last winter cracked a lot of blacktop. In addition EV's and hybrids (which are huge in CA) use little or no gas so the revenue of the old 30MPG market is shrinking. Thus the "use tax". That said Texas is always cheaper due... You need to look at the app called Fuelio. Its core purpose was to record your fill ups but the part of the app you just described is called 'nearby'. Its currently telling me I have 109 stations within 10 miles of me, the average prices for the area, the best price, the nearest pump and the top rated.
